fix(inventory): deleting a spool frees and announces its slots; scale, AMS and manual weight syncs and a finished print's usage refresh other tabs and the printer cards; a deleted printer's spool assignments go with it on SQLite; a pre-assigned slot the printer could not be told about is retried; CSV last_used is stored in UTC
