Complete Japanese locale overhaul: restructure and translate all keys

Restructured ja.ts from a divergent format (different nesting, 12
structural conflicts, 48 namespaces) to match EN/DE structure exactly
(41 namespaces, 0 conflicts). Translated all 2,083 EN keys into
Japanese — previously 1,366 keys were missing and silently falling
back to English via i18next fallbackLng.
